Propeller ads is the easy-to-use ads publishing network which approves any account and websites in-a-minute. I use propeller in some of my websites and blogs. For Using Propellerads, You should have the blog/website with good quality traffic everyday. It gives less CPC than Adsense although it is good for beginners.
POPADS or popads.net is also one of the best ads publishing network for people to earn money by publishing ads on their website or blog. POPADS is similar to PROPELLER ADS and is very easy to use. I is mainly popular for its POPUNDER ADS. You can use POPADS easily but it is not easy to get your website approved.
POPADS give some of the revenue and does not give too much revenue per click. Though POPADS is also good for beginners. Payment through PayPal,etc.
REVENUE HITS is another method to place advertisements on your websites and earn money. REVENUE HITS give you good CPC's and revenue by publishing their ads on your website/blog. It is very easy to get APPROVED by REVENUE HITS and put the ads on your website or blog. I myself used this service on few of my sites. Payment through PayPal,etc.
